Plex Goes to Initial setup every time Windows Server

Server Version#: 1.21.1.3795
Plex Web#: 4.47.3
Player Version#: No Player yet

Every time I launch Plex Server web interface it goes thru initial setup.

OS: Windows server 2019 standard.

I have red all topics regarding that but all of them finish to upgrade to 3.20.5 and problem solved.
Now I have latest version of Plex Server and still facing that problem.
