Troubles with initial setup of plex server

hello… having a new home multimedia server using windows 10 at home and i wanted to use plex on it… with the first installation i could set up the libraries but later after updating the version the initial setup window never showed up again and the server is no longer visible from any player app… i tried to reinstall the latest but doesn’t work at all… the software is running in the background but i cannot create the server.

any help will be much appreciated

Which software is running in the background, the previous Plex Media Server instance or the installer when you tried to reinstall it?

What happens when you open a web browser on your computer where you installed Plex Media Server and try to access http://localhost:32400/web
