I have noticed big slowdown lately with plex, the only difference is that plex is now showing as 32 bit and it was originally installed is 64 bit.
Then deinstall it, download the 64 bit version and install it.
While doing so, disable any Registry cleaners, or 3rd-party Uninstaller apps. Otherwise you may lose your library.
