Well, running the server on wifi is never a good idea even if it’s the only option you have available. It would be most unfortunately if it is your only option. You will probably find many slow hiccups.
I have just gotten a Netgear nighthawk x10 would running my server on this help my problems?

As far as “library” – do you mean it takes a long time for the cover art to show up? Or to navigate around the library?
Once you click on a movie does the details page show up quickly enough?

Yes the cover art or the movies and TV shows at all it takes along time. But when it does it works good.
Basically loading up Plex from opening the app takes awhile now when before when I was using a wifi server it loaded fast but the playback was bad now it’s the opposite
You have a Vizio?
Do you have any other Plex client you can test with? If this is happening across more than your TV then it might mean you have a corrupted database.

You could as a test move your db to your desktop(exit plex first!) then launch plex back up recreate a few libraries and add media paths to see the speed. If the speed has increased and you are satisfied then you/me/all may conclude the db is bad.
