Plex libraries unavailable in Plex Web

Server OS: Ubuntu 16.04, Ubuntu 20.04
Licence: Lifetime Plex Pass.

Problem
Since this issue (Server unavailable) my Plex libraries have not been visible in Plex web.

Logging into the Plex web service on the local server “http://[PLEX-IP]:32400/web/index.html#” shows only remote content from Plex.tv - none of my local libraries feature.

I have re-built the server on the most recent OS and experience the same issue.

Libraries are available (from the original Ubuntu 16.04 server) from my Android Plex client, attached to the server and content can be played on the client as normal.

Solution
Recover or re-establish my local libraries in the locally hosted Plex Web instance.
