Plex server unavailable in every way

Server Version#: Version 1.22.3.4392
Player Version#: web Version 4.54.5

plex server is hosted locally on its own computer.

when trying to use plex on my own local network, both in a web browser and with the windows plex app, all libraries are unavailable.
when trying to use plex on a mobile device on my own local network, all media is unavailable.
when trying to use plex on several different types of device (web, mobile, chromecast), all libraries are unavailable.
the server reports on the “remote access” settings page that the server is fully accessible outside the network.

from the pc running plex, i can play the media files directly in VLC.
windows firewall is turned off on the plex server. the server app as well as the pc have been restarted multiple times.

Ensure Plex Media Server is installed… I just had the same issue. The latest update didn’t complete and simply uninstalled PMS.

plex media server version 1.22.3.4392 is listed in the windows control panel “programs and features”.

  1. If you have a VPN enabled, turn it off temporarily
    • Or whitelist Plex
  2. Try Scanning Libraries by right-clicking the Plex icon in the taskbar

Negative on the VPN.

when i right click my plex icon, i don’t have “scan libraries”, but i do have “update libraries”. i tried that, but the server still reports that it is offline when i try to load any library.

i fixed this by uninstalling plex and reinstalling an older version ( Version 1.21.0.3711).
