I would like to know if there is a way to use Plex Live/DVR, in a datacenter (as we cannot connect antenna there).
Maybe subscribe to an “online antenna” ?

Forget Plex-DVR and just watch in real time like Cable Guy wants you to.
Does that datacenter have a roof? How 'bout windows to knock out so you can run a wire in through one of them? (I’ll bet Cable Guy wouldn’t have any problem getting his wire in the place)
Does that datacenter have an internet connection? I’ll bet you can get some blazing fast torrent downloads from inside that concrete bunker sitting atop giant internet pipes.

There might be a way depending on what you are trying to accomplish. I’ve tried something similar using another media player that already had live tv features but it should be the same with Plex.
I connected the remote machine where through a VPN on my local network where my tuner was connected to my cable subscription. In your case it would be an antenna.
You would need decent upload speeds on your end to upload the video stream to your remote machine.
Overall, it worked quite well but I haven’t set it back up since switching servers.
Probably not. Not in the USA. One company tried to do something like this. Aereo. They were sued, it went all the way to the SCOTUS, and they lost.
My Plex server is located in online.net (https://www.online.net/en/dedicated-server/dedibox-pst24) in France, shared with 15 friends.
The goal was to be able to share Plex Live with my 15 users, so I can’t do it from my home (I could upload for 2-3 users only), Aeoro would have been the solution but =(
