I record a daily news program and have both the recording settings and the TV Show settings (in the TV Shows library) set to keep only the latest episode, yet older episodes are never removed. Is there a part to this that I am missing?

Are you watching the episodes daily as well? If so, once they are played the “Keep” setting no longer applies. It affects only unplayed episodes. If you’d like them to be deleted after being watched, configure “Delete episodes after playing.” Just don’t use “On next refresh”; I still don’t know what that one does.
I’m also fairly certain that “Delete episodes after playing” is triggered during scheduled tasks. So it can take more than the time specified for the episodes to be reaped, particularly if you watch something close to the end of the previous day’s scheduled tasks.
A bit of both; I watch them sometimes. So after a few days multiple played and unplayed episodes have not been deleted.
