Why do you need a library scan every 15 minutes? You could check Run a partial scan when changes are detected in the Library section under Settings.
You could even try Run Scanner tasks at lower priority that is a little further down the same page. Maybe that will help your issues.
When media is over the network, the normal kernel ‘inotify’ service is unavailable on the PMS host on Linux.
The only way to detect new media is either the Plex API or a periodic scan.
To improve efficiency, “Partial scan” was added. This allows PMS scanner to ‘exit early’ when inspecting a directory tree if it sees the top level ‘Time Last Modified’ values are the same as when last scanned.
