I have Plex server running from a raspberry pi 3. Majority of films play to my tv via a Plex app and use about 20% cpu usage.
However some films continuous buffer every 10-20 seconds and noticed the CPU is at 99%.
I assume this is some sort of transcoding issue and it being converted hence the cpu usage.
How do I disable this so it always just plays direct without any converting/transcoding

Not sure what device(s) you are watching on, but somewhere in the video settings you should be able to set Direct Play and/or Force Direct Play. This assumes your videos are already in a format supported by the player.
This is how I have all of my device in my house set as I don’t care about bandwidth usage inside my house and it works great.
