So, I’m having some stuttering issues, that are NOT related to my server or network. I want to make that very, very clear. Nothing is being transcoded, nothing is acting weird. This is solely a software/program/client issue in Windows, that might be related to hardware acceleration (NOT to be confused with hardware accelerated transcoding).
Now that’s out of the way, we can focus on the real issue. My desktop Windows 10 PC with latest drivers and Windows updates, has the following specs: Ryzen 3900X, RTX 3070, and 32GB RAM. Pretty high-end stuff. Nothing ever stutters or bugs out, except for Plex Media Player or programs that for some reason are not hardware accelerated, so their rendering happens on the CPU instead of on the GPU.
When I play any type of media, I have noticed it feels like the FPS is really slow. Like I’m dropping maybe 20% of my frames. Like going into Windows display settings and setting my refresh rate to 15 Hz. It’s really, really stuttering.
The stuttering appears when I open a new tab in Chrome, switch tabs in Chrome, open a new program (that is not Chrome), move the Plex Media Player window around, or simply by hovering Plex Media Player’s window, so the menu appears. It happens both in windowed mode, with the window maximized, and in full screen mode.
It does NOT appear to be an issue, when I turn on TV mode, however. And I did check the TV mode settings: Hardware encoding/acceleration is ENABLED.
I cannot find that option without going into TV mode, which makes me wonder if that’s why I am having issues.

You can clearly tell that something is stuttering when the media is playing, and how it’s butter smooth when it’s paused.
What could the issue be here? Lack of hardware acceleration, perhaps?
