I am actually building some security systems (cameras, etc.) at my cottage and want to add Plex on the TV with a Raspberry Pi. Plex Media Server would be on the actual server (running Debian 8.0). The only issue is will Plex run even without Internet ? All my covers and my trailers are already downloaded on the disks. I would add the new movies, tv series etc. with a USB hard drive.

you should test this beforehand.
Familarize yourself with Local media assets and extras (if you haven’t done already)
If your server cannot get any metadata over the internet, it won’t show you much information when you add the movies to it. You’ll get the file name as title and the movie poster if you supplied it as a local asset. But that’s it.
You may want to look at the ..nfo importer agents.
If your movies have Kodi-compatible .nfo files, these agents will read the metadata from there and place them into the Plex database.
You should use OpenPHT instead of PHT
