Plex Media Server can't find .exe

Installed Plex Media Server a while ago on Windows 10. Everything worked fine for a while until Plex could no longer see the .exe file. File is in the folder, even clicked on it and the same issue.

“Windows cannot find C:\Program Files (x86)\Plex\Plex Media Server\Plex Media Server.exe”

I gave up after many searches for the answer online. Fast forward to now, running Windows 11 and the issue is still occurring even after a fresh install on the program. The.exe file is CLEARLY in the proper folder but it refuses to recognize itself. Has anyone seen this issue before?

Maybe some rogue security app with a funny way to quarantine apps?
