Could you run windows update - now that the sfc /scannow has been completed
Lets concentrate on uninstalling the current version. is the error for uninstall still the same ? ie a reboot is required message each time?

If this does not help with completing the uninstall, could you get me the output from the following and zip and send me by private message
Start a command line window (elevated - run as administrator) - so start / run / cmd and right click and select Run As Administrator and then type these commands
wmic /output:"%localappdata%\wmic_product_list_2019-Feb-05a.txt" product get Name, Version, IdentifyingNumber, InstallDate
and then
wmic /output:"%localappdata%\wmic_qfe_list_2019-Feb-05a.txt" qfe list full
Zip the output files
%LocalAppData%\wmic_product_list_2019-Feb-05a.txt
%LocalAppData%\wmic_qfe_list_2019-Feb-05a.txt
and also provide all the msi logs for the attempt to uninstall. File names given on the linked forum post
