OK, i went through every one of those steps, and still this is an issue. at no point did catalina ask for permission prompts, notably. any other thoughts?
Do you use a AV, try turning it off.
Catalina works fine with Plex media server and as done so since Oct 2019.
If all fails you will probably need to totally Uninstall and start again. Follow these instructions exactly. No short cuts.
