Plex Media Server on Windows slow/unreachable/etc

Server Version#: 1.18.7.2547 (have been on newer BETA versions and reverted to older public)
Player Version#: 1.6.2.994-e05b79d6 (Plex for Windows)

Server: Windows 10 64bit, most recent update
i7-4700 3.40GHZ, 16GB RAM, 500GB SSD primary with 4 storage drives (27TB total storage)

I’m having problems across multiple apps, Roku, Android-mobile, Xbox One, Plex for Windows, Plex Media Player…

All of them seem to go back to the Server. If there is even the slightest task performed by the server everything else comes to a halt (Scan, search function, metadata download, etc). Home Dashboard rarely loads on most apps, says server in unreachable. Both on LAN or Remote.

Even the slightest task seems to push the CPU up to 90+%. Typical load is just 1-3 shows running, usually 2 local and perhaps one remote.

Most of the time the first to go is the Home Dashboard, usually I can go to a library directly and as long as its on the “Library” view it will work. Most of the time if I try to switch to a “Recommended” view it wont load.

Sometimes after a few minutes it will finally connect after several attempts.

After a long Optimization of the DB it will work better for a few minutes…

Once something starts to play usually there is no issue, it will play fine, no stuttering, etc. Most of the problems just seem to be with the interface.

Recently I’ve been loading quite a bit of TV from backups to my server (upgraded to some newer/larger hard drives) Currently I have approximately 3k movies, 550+ tv shows (approximately 27k episodes), and around 12k music tracks. I know this technically should not be a problem from a DB stand point. But could it at least cause this kind of slow down?

I’ve seen a lot of forum traffic the past month or so about similar but not necessarily the same issues regarding the most recent versions.

Any suggestions?
