It may be a combination of what you have enabled under Sleep settings in Windows, and if you have enabled ‘Support Away Mode when preventing system sleep’ under the General settings in Plex Server web for Windows. Try toggling this Plex web setting off, restart, then try, and if not, then re enable, restart, and try.
Also see Part D) Setting up Windows 10 sleeping habits, in the below guide link, especially under the ‘Multimedia settings’ option in this part on what to try, remembering you may need to restart PC after enabling certain settings, and also ‘Put the computer to sleep’: being 20-30 minutes for a full delay to allow the Server PC to think and wait before re sleeping.
