Server Version#: 1.13.9.5439
I have uninstalled the latest Windows 10 updates and upgraded PMS to the latest version with the same results. I have attached the logs. I am at a loss as to what is causing the problem.
As I am typing this post the PMS has been restarted 2 times.
Any help would be great. Thanks.

You are running the server as a service / headless and it is crashing within the hardware codec mfx_mft_h264ve_32.dll
An acknowledged problem. The only available advice is to either
Disable hardware transcoding in Plex Media Server, or
Do not run as a service

Thanks for the feedback and advice. Sorry it took me a while to respond as I have been traveling for work this week.
I will give this a shot to see if this clears up the issue.
Again, Thanks.
