Plex Media Server stuck on setup

I have been using Plex fairly long and now after I clean installed windows and wanted to setup plex again I am stuck on the setup screen.

I can’t upload logs because then it says server settings unavailible.

Please have a look at the attached screenshots.

You can manually get the server logs from the logs folder
