Plex media server (the executable) will not open from either the start menu or file explorer. This has been along term problem for me. It opens from the system tray. I would like to put a shotcut on the task bar but it won’t open from there either. Help!
The executable is just the server that’s running in the background. The system tray simply opens the browser to display Plex’ web user interface. You can open the web frontend yourself using a shortcut in your browser pointing to https://app.plex.tv/desktop (or http://127.0.0.1:32400/web if you need to use the bundled version of Plex Web instead).
From what I remember you can also place web shortcuts into your Windows menu – at least that used to work 
If you want to have an executable to double-click… you can always install the Plex desktop client app (e.g. Plex for Windows or Plex HTPC).
