How do I stop media server from launching the browser on start

I’m not aware of a scenario where this is happening.
Can you describe how you start the server or under what circumstances it’ll launch the browser on start?

Every-time I go to the utility tray to launch Plex by double clicking on the icon it launches the plex site in the browser. If I try to add media it asks me to install the media server which I have done twice.
I’m stuck in a weird loop.

Ok… if you see the Plex icon in your system tray, the server is already running. The Plex Media Server has no user interface of its own – if you want to interact with the server you need to use a browser or a Plex client app. If you double-click the system tray icon (or select Open Plex... from its context menu), this will bring up the Plex web app.

However – the way I’m reading your post, you’ve only just installed the Plex Media Server and want to access it for the 1st time?
After the initial setup you can only access your server “locally”. If you’re on the same machine as the Plex Media Server, open http://127.0.0.1:32400/web in your browser. This should bring up a dialog/wizard that’ll allow you to complete the setup – e.g. naming your server and linking it to your Plex account.

Once you have linked the server to your account you can also open it through other means.

I have uninstalled and reinstalled twice and still get the same thing

I found this same issue from the past but did not work for me because Plex has changed .reg files since then

When you double click the System Tray Icon (A Visible Icon means Plex Media Server is running) - Plexweb opens in your ‘Default Browser’.

That’s how it’s worked since The Big Bang.

If you need to do something else - right click on the System Tray Icon and select from the list:

Note:
“Open Plex” (confusing to most Human Beings) will, again, open Plexweb in your Default Browser - just like a Double Click on the Sys-Tray Icon. Funny that it doesn’t say ‘Open Plexweb’ - 'cause that’s what it does.

A ‘Checked’ Start Plex Media Server at Login, starts the server when you start the server machine - otherwise you’ll need to start the server manually - from the Start Menu (Windows).

“Exit” will shut down the server. Funny that it doesn’t say: ‘Shut down the server’ - 'cause, you know… that’s what it does. (1000 people a day probably shut down the server when they think they’re closing that window).

Ok, so then how do I add my media? As you see in the video when I attempt to add my media I am redirected to install Plex Media Server.

If you’re being redirected that can mean 2 things:

  1. You have not yet linked your server with your Plex account and try to access it through https://app.plex.tv/desktop. Make sure to open http://127.0.0.1:32400/web at least for the first time to complete your setup (as explained above). During the setup you’ll have an option to create your first libraries and link them to the respective folders (as per the picture posted above by JuiceWSA); you can change those libraries at any time after the setup and add new ones.
    Given you’re already using the local IP address, that doesn’t seem to be your issue!

  2. You already had a Plex Media Server installed on your system that is linked to a different Plex account. If that’s the case, you first need to get rid of the leftovers of that old server

The problem is how do I link it??
I have tried everything I could find. I’ve logged out and back in. Same thing.
I have recorded and attached another video.

  1. Stop the Plex Media Server (system tray → Exit)
  2. Follow the procedure from the “Why am I locked out of my Server (Settings)” support article above (deleting the specified entries from the Plex Media Server registry entries)
  3. Restart your Plex Media Server and open the web app through http://127.0.0.1:32400/web

Deleting the entries suggested by your link and restarting the server seem to have fixed the issue. I’ll confirm for sure once I get through setting things up.
