Plex Media starting for first time is taking over 45 minutes

I am setting up Plex on a 2017 Nvidia Shield 16g with a 4TB USB external hard drive attached as internal storage. Originally on another Shield, I had set up the server on a PC and the data (movie files) were also on the PC. I have a different Shield now and at the step just past where it asks if I want it to install default libraries (answered yes), it is now stalled at the step where it says Please wait…starting PMS for the first time. I do have about 300 GB (421 files) of movie files on internal storage. I’m assuming Plex is grabbing the metadata, but should it take this long to do that? Earlier in the setup, Plex asked permission to access external storage (there is none attached to the Shield). I answered yes. I have no idea if Plex still thinks the data is on the PC and is causing this delay (conflict)? I would think it would time out eventually if that were the case. Any ideas about the length of startup?
