Awhile back my plex was not working on the PS4 I was using to remotely access my computer’s plex server so I deleted the plex server from my PC in an effort to try and create a new server from scratch and possibly fix the problem. However, after deleting the server I have found that I am unable to create a new one. I have tried deleting the server system files from my PC and uninstalling and reinstalling the media server application. I have tried creating a new account, to no avail. When I reinstall the server app it merely runs in the background and doesn’t provide me with the option of setting up a server. I still have access to the remote servers that have been shared with me via the plex desktop but the option to create my own server or add my own media is simply not available.
My computer is a PC running Windows 10. What is going on? How can I fix this/ can it even be fixed?

You need to clear out the remnants of your previous attempts from the Windows registry: https://support.plex.tv/articles/201941078-uninstall-plex-media-server/
Then set the DNS server of your network to 8.8.8.8 (Google). Reboot the router.
If you cannot access your router’s configuration, you can set the DNS server in the network connection properties in Windows.
Then reinstall Plex server.
