Plex not streaming when internet or Plex (plex.tv/plex.direct) servers connectivity issue

Is there a configuration of my Plex server and apps that will allow it to work when there is an internet outage or when I have some sort of connectivity to Plex official servers (not my home server, the Plex corporation servers) when within home network with my home server?

The behavior I have experienced:

(1) If the internet is down, Plex apps on devices becomes completely unusable. At least on the Android app, I am asked to login to connect to server.

(2) Today I had an issue where some Plex server became unresponsive (during this time plex.tv had issues loading for a bit). I could still navigate to my Plex server within both mobiel app and web, but attempting to stream something resulted in a stuck loading symbol (not spinning, just static).

I was able to work around (2) on a PC by setting the server to allow unauthenticated access within home network and connect directly, but I don’t know if that is possible on the mobile apps. (Note: I am not saying Plex servers had an issue, but I had connectivity issue to them)

I guess what I am asking is if there is a configuration of how to fallback to unauthenticated direct LAN access on all devices (not just web browser) when the authenticated flow that hits Plex corporate servers has an issue.
