Not able to use server without internet

I am currently experiencing a prolonged internet outage in my house. I normally use my plex server for live TV distribution about my house and have a few kids movies on standby but without the internet plex on the LG Webos App keeps telling me there was no network connection even though the TV is connected to the network, just no internet connection at the moment. I cannot even get into the app to check settings.
The windows player was connected to the server and could see content but could not play anything, I restarted the app and on restart it could not see the local server anymore.
I could browse to the server on the IP and confirm it was up and have set the local lan segment for not needing auth.
Similar experience on the phone app.

A lot of the reason for setting up Plex was to have options when the internet went down but not this seems its not the case.

Plex is fairly open regarding their Internet connectivity requirements. Most apps, particularly smart TV apps, require Internet connectivity in order to load. Here’s some additional information:

The specific setting you mention, “List of IP addresses and networks that are allowed without auth” applies when both the server and client are not logged in to an account.

Having said that, there is a post on these forums which describes how to configure your Plex environment for Internet outages. However, I believe these steps need to be taken before the outage.

The LG app is one of the dynamically loaded apps mentioned in the article @pshanew linked.

What is stored on the TV is not a full version of the app. When you launch the app it downloads the full, current version from the Internet. When you turn off the TV, switch to another app, etc, the TV may flush the Plex app from memory, requiring another download when re-launched.

Note that this bypasses any content restrictions (age, ratings, etc).

Also, the client has admin/server owner privileges. If using a browser or Plex desktop app it can access/change Plex Media Server settings.

Recently I had a untimely internet outage during a huge weather event. So I decided to try tethering from my Samsung Mobile to my server. I was surprised creating a hotspot got my Plex up and running.
