Plex not working offline bug

im running both my server and clients on Windows PC
Both are connected to the router via an ethernet cable
The client wont connect and shows a message “(SERVER NAME is currently unavailable” on plex windows app , and (app.plex.tv cant connect to SERVER NAME securely ) on Chrome site when remote access is turned off , which leads me to believe that I’m not running locally, which is a big problem, I looked on other posts and YouTube and i saw that I should change the secure connection to “preferred” which I did, set an IP address to be allowed without auth , which i did, and enable DLNA server, which I did

is there anything I’m missing and if there isn’t, I’m not that tech savvy so if ill post the IP address to make sure I’m not doing anything wrong

from CMD: ipv4 : 192.168.1.3
from CMD Subnet Mask: 255.255.255.0

I put on plex: “192.168.1.3/255.255.255.0”

i did try to access using the ip in the address bar but still no hope
i tried using the local ip followed by “:32400/web” and tried the ip that appears when i double click on the plex media server icon and opens in browser
and still no hope

If you’re wanting to exempt everything on your local subnet from authentication then on plex it should be “192.168.1.0/255.255.255.0”

If you’re running the plex web client on the same machine as your PMS, all you have to enter into the browser is: 127.0.0.1:32400

unfortunately nothing works , I still can’t access plex locally
