Plex on FireTV won't let me choose 1080p on some movies

Hey there,
I have been wondering why on some movies plex won’t let me choose 1080p transcoded as an option. I have many 4K movie files, some of which plex will let me choose 1080p medium, some 1080p low and some no 1080p at all. In that case the options are either 4k source, or 720p and lower. How can I make it so that every quality option is available at all times?

You should see all qualities lower than the original. If you have a 4k 6 Mbps file, then yes, you will only see the 720p options since the highest is 4 Mbps. Is this what you are seeing?
