I’m having the same issue as dsp5500, but not only with Xbox1. When I play on PC using Plex, I get the same effect at the same points of movie. If I use VLC on the PC, there are no effects. Have most current version of Plex Media Server.

What you are seeing is a problem with the Microsoft decoder. Since the Xbox One is now based on the code shared by Windows 10 this bug carries over to both the operating systems with the shared decoder. The reason you do not see this with VLC is that VLC does not use the Microsoft decoder so it does not encounter the bug introduced by the Microsoft decoder.
I have the issue on the new Nvidia Shield. It happens when using direct play. If I set it to transcode it resolves that issue, but causes it to buffer at times. It does not appear to be limited to the Microsoft decoder.
