Been a user for a few years, 
Finally downloaded and installed the server for the few devices i have. Mum now lives with us so setting up different users is needed…I see that Plex Pass allows this…Would love the email for lifetime offer…

You do NOT need a Plex Pass to have separate users. All you need is to set up, or have the users set up, unique free Plex accounts with unique emails. Then simply share whatever libraries you wish with each user.
Plex Home allows yo to set up users without the Plex accounts but it does require Plex Pass. For most users I recommend the non-Plex Pass option for many reasons not the least of which is if you are using Plex Hpme and your internet is down for any reason you loose all Plex functionality. Plex Home requires a connection to the Plex servers to verify that you have a Plex Pass and if that check fails then all functionality is lost.
If everything is on the local network then setting up sharing by either method is very easy and, generally, remote users are only a little harder to get going.
If your mum has her own media devices then you don’t need Plex Pass.
If you are however sharing some media players (classic example: TV in living room), then Plex Pass makes it possible to switch user accounts quickly.
(Whether mum can be bothered to do that is another matter.)

Well that’s a negative to getting Plex Pass lifetime if it needs to call home…
so separate free accounts will show what mum has been watching on her
television – While we will see what we have been watching on ours??
Currently all devices log into the one server – (House Server)
So everyone user sees what being/been watched from any device.
The goal was to separate users so that so each users watched,
partial watched etc. is separated. That way all can keep track of
what they are up to instead of trying to figure it out amongst all
the other users watched stuff.
No internet equals no Plex Pass features, really Damn.

yes mum lives in a granny flat next door “hard wired” Ethernet to my internet/network 
so she watches in her flat with her devices computer ,Tablet and TV off my network.
While we watch on our devices in our house TV’s/tablets computers
so sounds setting up a new user in her name and sharing to that user is the go…

You’ll still need internet access in this scenario.
Any user authentication is done against plex.tv
You can only operate without internet access when you disable authentication completely
(which means any client will have the same acess as you as Administrator - so separating the OnDeck and progress etc is not possible.)
Thanks guys have it all up and running apart from one Device (in mums flat) ,
A blu-ray player Samsung that’s is getting an “Access denied” from my server as a message… :’(
I have put the IP address of the blu-ray in the server setting but its still not being allowed to connect,
- If I put my main account as the user in the blu-ray it works “So its not the device”
2, mums account works on the tablet and the computer in her flat --“So its not user permission”
- all mums devices hook up to same router - So not router issue
- I have Associated the Blu-ray with her account
What am I missing…??
