Plex Player does NOT show up on Android phones

Server Version#:1.18.0.1913
Player Version#:1.3.10.720 Windows 8.1

Recently Plex Player has disappeared from my list of devices I am able to connect to.see pic.

usually my Windows Plex Player would be displayed below chromecast where I could connect and control player from android. what is going on?
