Plex player downloads slow/stuck

Attempting to download content for offline viewing is very slow/stuck when done on a mobile iOS device (16.5.1) when not connected to the home wifi. I’ve tried the following scenarios:

  1. Home wifi network: content downloads quickly. 1GB movie < 1 min
  2. Away wifi network: content downloads very slowly. 1GB movie >1 hour or just sticks on 0%
  3. 4G: content downloads very slowly. 1GB movie >1 hour or just sticks on 0%

In the “Downloads” settings of the iOS app I have the following set:
Use Cellular Data: true
Video Quality: Original
Audio Quality: Original
Download Format: Original
Storage Limit: No Limit

The above should ensure that no transcoding needs to take place to download the content.

I have a 1Gig up/down internet connection and if I remotely VNC/FTP/HTTP download the file over 4G it works without issues.

I have tried numerous movie and TV show files in a variety of formats but the issue persists. If I remotely stream the file for playback it works without issues, including playing back 4K movies via DirectPlay
