also exported regedit file from old and imported to new.HKEY_CURRENT_USER\Software\Plex, Inc.\Plex Media Server
everything is great except music playlists

The storage location of each media file was pointing to a certain drive letter, folder name, and file name on the old PC.
Are the same files now accessible under the exact same drive letters, folder names, and file names?
They probably are not. That is what emptied your playlists.
Inspect a playlist. Is it empty?
Inspect the music library. Does it have everything in it that you’d expect to see, and can in be played back?
If it can’t be played, open the Plex media info of a few affected songs. Compare the storage location that is shown at the top with the actual current storage location of that song.
thank you the empty trash was still unchecked the others were checked upon restart. playlists back though. leave the empty trash option unchecked going forward?
I recommend you to activate it only if all your media storage is inside the server machine. As soon as you use external hard drives, file server/NAS devices or even clousd storage, I’d be very cautious about emptying the trash.
