You'd have better luck with Kodi doing what you are trying to do.

You're assuming that he never will want to access the same PMS library from any other Plex client than the RPi2 connected to that TV.
If that's the case, then I agree that a PMS server would be pointless. The main point of the Plex server-client concept is to allow multiple clients.
But as soon as you do want access from more than one client, especially if one or more of them is mobile, Kodi alone is unable to provide this service.
For this kind of access a server-client architecture is needed, of which I consider Plex to be the best choice.
But putting both client and server on a 'low-end' system like the RPi2 is still not a good idea, and doing it with current RasPlex just won't work.
A working setup could probably be achieved by installing PMS on one of the generic Linux distros for the RPi2, and then adding Kodi and the PlexBMC addon together with a Plex oriented skin (like Amber, Night or Titan). This should allow fairly well featured Plex client functionality (though not PHT compatible).
But when I say 'well featured', that still doesn't mean it will work well, as the system is underpowered for this kind of usage, and also lacks sufficient CODEC support.
