Plex Remote access not playing using 100% CUP transcode

Player Version#: Samsung TV

Everything worked fine but since having to reset the passwords now one of my family members cannot watch anything remotely. We have their Samsung TV app to set Remote 4Mbps 720p so i expect transcoding all the time which has been fine. Now when they try to watch a video my server CPU hits 100% constant, Plex shows Transcoding and the movie timer starts incrementing but they only see a black screen or the yellow loading circle.
