Plex remote being weirdly restricted

I have a pretty beefy server running at my parents place with about 30+ friends connected to it with never any complaints about the remote access. I have a 100Mb uplink here.

Recently I moved out but kept my server running at my parents place. I had no issues watching any movies remotely from the server to my new place. Now, we decided to up the network speed at the new place to 500/500 fiber (whoopdiedoo!) including a new provider + modem. But since we switched, I’m having trouble playing from my server. I can connect both to plex.tv/app and with any apps on any device, BUT. It won’t let me stream properly or sometimes not at all.

I tried to monitor the traffic when trying to stream. previously, I saw a huge spike to around 90mbps when buffering initially which settled quickly to the bitrate of the movie (usually around 12-14mbps). Now, I see network traffic to be around 1-2mbps (which does not suffice for high bitrate movies of course). Sometimes even, I get a error that the media is not available.

I tried other devices and network ports, disabled firewall etc. And have narrowed it down that my modem must be limiting the traffic. I have already tried disabling the built in firewall inside this modem and also ensured that things like UPnP are enabled.

When I connect to the VPN I have set up at my parents place (so I can connect in fact locally to the server). Than I see that the network traffic is back as it should be, with a big spike at the beginning and settling at the bitrate of the movie. Ofcourse, this solution does work for now. But of course, I want the option to properly watch my movies, without having the need to be connected to my VPN all the time.

Forgot to mention: The modem/router with my fiber connection is a Draytek Vigor 2132F

Is the PMS at your parent’s location using the standard 32400 for the WAN/External PORT?
Some ISP are beginning to throttle that PORT, maybe your new provider is doing that.
You could try changing the external PORT number you have mapped for it at your parents house to something other than 32400.

WAN/External Port: Port 32400 is default, but you can generally use any available port in the 20,000 to 50,000 range

It is indeed set at the standard 32400.

After some testing from your feedback, it is not the port they are blocking/restricting. I’ve tested port 35400 and 48300 as the external port. Both reveal the exact same behaviour and results

BTW: My provider/ISP didn’t change, only my subscription. I’m fairly certain that it is something in the router/modem that is blocking something, but it’s just really strange that it does work, but only for like 3-4mbps.

I now also see that simple things from my parents IP is being restricted. I can RDP to my server, but the connection will often drop and hangs every few seconds. As if the IP itself is being blocked somehow?

Problem found. My new IP which received from my new internet subscription. apparantly is an anonymous one. Since disabling “decline anonymous internet request” in the firewall with the server attached to it, did the trick
