Plex scanning as and when it wants

Is any one else having an issue with PMS installed on Ubuntu 20.04 just scanning when ever it feels like it. I have turned off all scanning except during the Maint time frame 0400 to 1000 but plex just decides to constantly scan 3 times a day if I cancel the scan it just fires back up again if i restart PMS within 30 mins its scanning again my PMS installed on a windows PC only scans when its supposed to.
