However, when searching for partial name either on Plexamp or Plex Web, e.g. Hollies instead of The Hollies, it doesn’t return the expected results. Searching for full name works as expected.
This doesn’t happen with artists with their own separate albums, i.e. where they are tagged as the Album artist.

I can’t replicate your issue in the hosted web app, Plex for Mac, nor PlexAmp.
I used the search box on the home page as you showed in your pictures.
I tested against several M4A and FLAC soundtracks listed as Various Artists
on PMS 1.42.2.10156, in two libraries that use Plex Music for agent and scanner.
Neither library is set to Prefer Local Metadata, and the soundtracks were not run through Picard. The tracks were tagged by hand to include

Number of Tracks
Track Name
Artist
Album Artist
Album
Genre
Release Year
In the search results, I noticed the hits were listed in Top Results and Tracks while clicking Artists or Albums showed nothing.
I am on Linux/Docker server, 1.42.2.10156, Plex Music agent and scanner. However, it’s set to Prefer Local Metadata since I first run the tracks through Mp3tag and iTunes to tag and organize them. My folder structure is identical to yours.
The Artist track for a track is present though, so it should be matched by search:
After your reply, I’ve created a new library with Prefer Local Metadata off, but the search still doesn’t find anything when I try a partial match. Just to clarify, by partial I mean some of the words, skipping The, etc., not a partial word.
