I purchased a new computer with the intent of using it as a Plex Server however I cannot get the server to load. It is Windows 10 64 bit and I have updated Windows 10. During the server install. I get an error that it can’t reach a network resource and refers to a VC_runtimeMinimum_x86.MSI installation package. It give me the option to browse for the file, but I cannot find it. Any help is greatly appreciated.
Try and download this component yourself and install it https://www.microsoft.com/en-US/download/details.aspx?id=48145 (pick the ‘x86’ version when asked)
Then download the Plex Server installer file again. Maybe use a different web browser.
Don’t store the installer on a network share and try to run it from there. Put it onto your desktop instead.
Thanks. I downloaded the file from the MS site; however the installation fails log attached.
It appears to believe I already have a more up to date version. Regardless. I tried to uninstall the program and got the following message.

You did find a version of Visual C++ Redistributable for Visual Studio 2015 among your already-installed apps?
Are you using softweare like ‘CCleaner’ or ‘Revo Uninstaller’ ? The latter in particular can cause weirdness like this.
Have you tried a ‘thorough’ Windows reboot?
run cmd.exe,
type (or paste) in shutdown.exe /g /t 0 <Enter>
Afterwards, try to deinstall the Visual C++ Runtime again.
