I don’t understand.
1.15.x was only released to beta in February this year (prior to that in preview from September 2018). So how could it have been an issue for a year
and 1.14.1.5488 was released to beta December 2018 - only 3 months ago

I am having this issue with 1.14.1.5488 as well…
roku tv, iphone, ATV all the same… will either not start (spin) or says fail to start
restarting plex server sometimes fixes it for awhile… like less than an hour… then back to being broken…
For any issue the start of an investigation is through logs covering the time of the problem - after that there may be need for additional diagnostics - as can be seen from posts in this forum topic
Suggest you update to the beta that came out today 1.15.1.780 and get diagnostics for that - with screenshots / details of what was not working and at what time. Pick on one of the client apps you mentioned

Still having the issue with the new version…
I checked the changelog but I did not see this specific signal issue being addressed in the log. Did I miss it?
@jmfolcik I sent you a private message to try out a change. Please could you let me know asap the result
Thanks
@warham30 @tkidd @sandburner14_gmail_com - i just included in the private message where i have given an adjustment to make with 1.15.1 to see if it makes a difference
Please let me know the outcome
Using Plex Server 1.15.1.707 started having problems losing signal while watching live and recording dvr it started about the same time as when I had added a music folder.(had not had any music before this) Seemed to effect live tv and recordings when it was scanning for music files (every 20 min) Yesterday I realized that this may be more than a coincidence and I removed the music folder , Every recording since then has completed without failure and no signal loss in Live Tv either. Still using the 1.15.1.707 server.
And what’s the model of your tuner?
Hauppauge HD Quad
We have all the same tuners…
I had used the Hauppauge WinTV dual HD USB before . After replacing it with the HD Quad there was difference of night and day with the Signal strength. I was told by Hauppauge personnel that all of there tuners had the same strength of reception, but that is definitely not the case.
I’m having the same issue with 1.15.x (new version too that I just updated last night). Using a Hauppauge 1578 (the Xbox One model), which captures a few HD channels flawlessly, but most are incredibly glitchy to the point they’re unwatchable, as video and audio are cutting out every few seconds, even with the broadcast towers just a 10 minute drive away. Both my TVs get OTA signals perfectly, but they’re incredibly glitchy through Plex. I tried switching which outputs the Plex computer is taking in from the splitter, along with going up on the roof and testing different antenna angles, without any luck. Of course, I also restarted Plex computer and made sure the CPU wasn’t running at 100%, which it wasn’t. Will try downgrading to 1.14.x tonight to see what happens. Really looking forward to this issue being resolved!!
This can really be frustrating… Have had similar issues. With you being that close to towers you should not be having trouble pulling in a quality signal. I am 50 miles from towers and am now getting clear signals now that I deleted the music part of the plex server. Had to believe software could have that much effect on signal, but it certainly does. Do you get a good signal using the generic Live TV with the Hauppage 1578 on it own without going through plex?
sa2000, is this something you could post here? I have been having the same issue since moving to 1.15.1.*. Are you seeing different issues in the logs? Or can you post here so we can try the change to see if it fixes other peoples issues?
Thanks!
I also have a Hauppauge HD Quad tuner and see the same issues running 1.15.1.791. If I can provide additional details or run some specific tests to assist in getting this fixed, I’m happy to do so.
I see there’s a new server update available now (1.15.2.793). I’ll install that today, though I don’t see any mention of this issue in the release notes.
Having the same issue- I have tried it with the Hauppauge WinTV dual usb and the Quad PCI-e card and recordings have lots of glitches as well as live recordings. Switched to my old silicondust HD Homerun and did not encounter any problems. Running the latest public version of Plex
I downgraded to 1.14.1.5488 and the signal is crystal clear again. Now if only the capture card stopped getting locked up on channels I’m not watching anymore… Ugh
I am afraid it did not help and the collected diagnostics are being looked into
So it looks like the issue is confined to Hugppauge tuners. What is the platform for the plex media server ?
