Plex Server crashes when remote stream started

Server Version#: 4.22.3
Player Version#: Any

Server running on Windows 10.0.18362
Media on NAS connected through Windows mapped network drive.
Player/Clients on iOS, Playstation 3, Roku, and Apple TV (all latest available versions)

Everything has been working perfectly for years. Suddenly this week, whenever I start a stream of any media, the server app completely crashes and has to be manually restarted. Nothing is logged in the log files when this happens.

Interestingly, this does not happen when the client app is connected on the same local LAN. So for example, I can connect over cellular with my phone, try to play something, the server crashes. If I connect that same phone to my wifi, everything works fine.

I have tried completely removing the server software (including any left over files), reinstalling, and setting everything up from scratch (including libraries). Same result. I have made sure that the server app is allowed through windows firewall. I have tried setting up remote connection through a manual port forward as well as UPNP. Either seems to work fine, but the server still crashes when a file is played remotely.

Anyone have any ideas on what might be causing this?

PS. I have a Ubiquity Unifi USG connected to Xfinity/Comcast internet. Everything is hard wired with Cat6e. No changes have been made on my network since long before this started.
