Plex Server Latest (1.13.6.5339-115f087d6-x86_64) not accessible but running!

I’ve just “downgraded” to 1.13.4.5251 as per the comment I found in this thread:

Plex media server not starting after latest update on Synology

I went to get it for you. Our server is down right now (maintenance) and won’t be available until US Tuesday. If you have any older version 1.12.x and above, you will be fine. In the future, I suggest you keep the two most recent PMS SPK files for occasions such as this where you need to downgrade due to a problem.

But I still have the same issue…
I got a request from DSM to upgrade to “1.13.4.5271” but after I did (via the Package Manager) I still have the same problem

and the service seems to be starting fine:

And equally strange, the log files are not updated:

(12:23 is when I updated to 1.13.5.5332-21ab172de and later to 1.13.6.5339-115f087d6 this morning).
