Plex Server - New Installation - Doesn't Launch

Server Version#: 1.40.2.8395
Player Version#: WEB

Have installed plex server, and uninstalled, including all associated files, in the uninstall guide, etc. I’ve had a plex server before, and everything worked about 18 months ago. But setting up a new server, and nothing… I follow the install guide, set up guide, but the server never launches, it runs, but doesn’t ask for any libraries, etc. Also server settings on the Web App don’t even display. No place to even access on web.

Sounds like you haven’t claimed your server yet. Which guide did you follow?

Gone through this guide, and have gone to LOCALAPPDATA, and into Plex Media server. Hit the "Setup Plex.html and signed in. This still does not bring up my server to claim or access. I sign in with all credentials needed. Nothing. Have done a full wipe of Plex off of PC, reinstalled and ran this again, same issue. Going into AppData still doesn’t bring up the server. I finally got to a page, “Initializing Plex Media Server…” sits there and nothing happens… So I can’t claim the server…

Work around from this?
Yes, I would like to claim my server… but stuck on the Initializing page…

Followed the guide on Plex that Plex has for setting up the server.
https://support.plex.tv/articles/200264746-quick-start-step-by-step-guides/
and also a few other ones on the forums. Have tried setting it up 4 times with no avail.

Which Windows version?
Which web browser? Any browser add-ins in use?
Is the server located in your home nework or is it located in a datacenter?
If it’s in your home network, are you using an IP address range that is designated for private use?

Windows 11 Home
Version 23H2
OS build 22631.3447

Chrome Version 124.0.6367.92 (official build)
Only browser extensions I have currently is Adobe Acrobat PDF
Server is located on my PC, so I run the Plex Media Server Application on my PC, that then runs in the background.
I cannot see the IP address of my server, but the IP address for my PC is visible to the network.

Are you running other apps on the same machine? Like for instance a Torrent client?
Any 3rd-party anti virus software?

You might want to disable both then stop and restart Plex server using the task tray icon. Then try again to “Open Plex” from the same task tray icon.

All other apps are closed besides Chrome and Plex Media Server, running in background, and task manager to view usages. No Torrent is running or installed, and no third party anti-virus either. Windows defender is running as normal. Plex has access through all firewalls, wifi, and has no restrictions.

@OttoKerner - Still stuck, and tried everything I can find and think of. Any other suggestions or ways that you can imagine to get plex working?

Try with Method 2.2 from this post: You need to reclaim your server, but don't dare to touch the Windows Registry

So finally figured it out. Bunch of troubleshooting, following all the guides and so on. Long story short, I deleted 4 records from the registry, and that brought up my server. Was the only thing I hadn’t done yet.
Yes, I made a copy of the registry incase I needed to restore anything before I did that.
