Plex Server on QNAP - can't create local library

Hi! I have just installed Plex Server on my QNAP TS-251+. I want to add NAS media files to the library.
I go to “Your Media” section and I see the message “Add your media to Plex
Organize, beautify, stream, and share your personal collection of movies, TV, music, and photos anywhere, on all your devices. To get started, download our free Plex Media Server software on the device where you store your media.” and offers me a link to the download page, which I’m confused about, since I’m already on the Plex Media Server…

Please help

UPD: the above is relevant for v1.30.0 I installed from qnap app market. I also tied 1.32.2 version from plex site and it’s the same
