Plex Server says fully accessible outside network, but it still shows indirect and only plays upto 720p

I am using Synology to host my server which is running on latest firmware. I have att fiber on which I have disabled all the firewall settings and followed their guideline for ip passthrough. For my router I am using a UDM pro with a different subnet of 192.168.2.1 for my local network. Plex shows fully available outside of network when I login to the web portal using ip address and port that I have configured on UDM pro to be forwarded. I have also manually added the forwarded port on plex remote access settings and it shows everything green and good to go (internet → my public ip → private ip on my network with the port 32400)

I can access plex from any network but it caps out at 720p with indirect access. I have changed all the settings on remote access tab and network tab on plex settings. Any help is appreciated.
