Plex Server w/ ipv6-only network, unable to find server

I am running a plex server on Windows Server 2019. Now the server has both the public ipv6/ipv4 address, but the server is unable to connect to the public ipv4-network.
In “Server Settings - Remote Access”, I noticed that the server only recognized itself with the ipv4 address, and it says “Not available outside your network”. Thus my player devices cannot find the server.

I tried using zerotier, a software, to build a virtual local network to solve this problem. The network includes the server and player devices. Zerotier (supports ipv6 NAT?) gives all of them local ipv4 addresses, and they can connect to each other w/ these address (verified by using smb to access the server). However, I am still unable to find my server in Plex Player.
The reason may be the server cannot access to plex.tv via ipv4 network, so the player devices do not know the virtual local network address of the server? Just wondering if there is any method to find my server. Any ideas? Thank you!

Did you enable IPv6 under Settings > Network (Show Advanced) > Enable IPv6 [x] ?
