So I have been having issues with 4K remux files\high bitrate playing. It will buffer for like 15 seconds before it play. When I tried to rewind or fast forward it will buffer another 15 seconds. Sometimes it wouldnt even play.
So I tested it it out on my roku tv and my Samsung tv and I didn’t have that issue. So what I did was I reset my Shield and everything started to work. I am thinking something was cached in the system. I had a lot of apps that I installed and uninstalled. I am guessing its a registry on the back end that’s not getting flushed out.

Do you remember what the absolute (estimated) size of the cache was before you cleaned it?
I dont remember the size but it was alot. Over the year I did alot of side loading and installing and uninstalling. I still think there is a issue with the Plex app because it shouldnt depend on cache. I know sooner or later I probably will have to do it again.
I also tested Jellyfin and Emby on the same Shield and I didnt have that problem.
Note: Everything was direct playing.
You should just be able to go into Settings → Device Preferences → Storage → Internal shared storage → Cached data and delete the cached data on the device.
I do this every month or two because it builds up.
LOL! I found that out after I did a full reset. I wish I wouldve knew before I wiped everything.
