is it possible that issue is with the OS or i need to setup something some localization in plex server settings?

I took the subtitle file from above and simply converted it to UTF-8 (with BOM).
(originally, it was using a national 8-bit Windows encoding).
For Plex, you will always need to use UTF-8, which is nowadays supported practically everywhere.

You can use the above mentioned Plex plugin, or you can use a multitude of other ways to change the text encoding.
SRT files are simply text files, which follow a certain, very simple structure. So you can practically use any software which can load simple text files and supports conversion of text encoding. Even the simplistic notepad.exe on Windows 10 can do this now.
Since I check every subtitle file before adding it to my server, I use Subtitle Edit to do the conversion.
It also supports a “batch mode”, where it processes a whole folder (and its subfolders) at once.
so there is no plugin for a plex that can do all that hassle on background … ie download subt file, conver it etc… so i dont need go thru that hassle as 15y ago with kodi …

To my knowledge, SubZero is supposed to do just that.

Huh. I didn’t actually check since it worked for me. but Ansi files should work too, since it’s still 8-bit. Can you provide a screenshow of the bad rendering? Since it worked for me, could be something local

why i cant select that broken plugin as part of the Movie database? seems plex is just one big piece of broken code.
