Plex, subtitles, .ts file from DVR

symptom: no subtitles from dvr created .ts file when using plex on roku devices (ultras 3 in home). Windows player, web player, Firestick, chromecast TV dongle all play captions normally. The video is ‘Opry live’. Playing on VLC I have to select sub track Closed captions 1 to display subtitle/captions. Other shows recorded do display captions and those shows on VLC have same cc1 captions.
