Plex Switching to 1080p version instead of playing 4K when pre-roll is used

I am having an issue with Plex playing 1080p version of a movie instead of playing the 4K HDR version when I use the pre-roll option. When watching the status I see it to start loading the 4k video and then changes to the 1080p. When I disable the pre-roll then the 4K video is played. So I assume this is a bug.
