I only have one remote user, and they’re accessing my server using Nord VPN’s Meshnet feature. I noticed that when they play video (1080p) Plex transcode down to SD HEVC, In my Plex server (Linux) I see that remote access is " Not available outside your network" and assume that’s what’s causing the transcoding. I also see “Tip: It looks like your server may be connected to the internet through multiple routers or other network devices. Try connecting it directly to your primary device, or visit our support site for more information about troubleshooting this “Double-NAT” scenario.”
I have followed the suggestions here and changing my AT&T fiber router to pass-through mode, using my TP-Link Deco router for DHCP. At the suggestion of the troubleshooting page, I checked and my AT&T router reports the same IP address as http://whatismyip.host/ reports.
I set up port forwarding on my router and my AT&T fiber modem. I checked with https://canyouseeme.org/ and they can see my open port.
edit: not sure if it’s important, but when I refresh the Plex server settings for Remote Access, it initially indicates that it’s fully accessible outside my network, but after about 10 seconds it changes to Not Available.

Drop the VPN.
Plex Media Server receives your public IP from your router.
However, plex.tv thinks you have a different public IP address, 185.x.y.z, which is owned by a VPN company.
That is why you see the double NAT message and remote access is not working.
If you want to run a VPN with Plex, then it must support split-tunneling on Linux, and it seems yours does not.
An alternative would be to place the VPN & associated applications in a Docker container or virtual machine. The VPN will terminate in the container/VM and not interfere with Plex remote access.
Remote Access is never working. PMS tries to enable remote access, fails, then changes back to not available.
If remote access was working correctly, it would continue to say “fully accessible…”
Thank you very much. I did whitelist the Plex port in Nord VPN, but that doesn’t appear to have helped. Interestingly, since I put my fiber modem into passthrough mode, it doesn’t look like I need to use Meshnet, but we’ll see.
I do need to use the VPN on my current machine, since I’m torrenting. I’ve looked at Docker in the past, and it’s seemed a bit out of my technology depth. I could move Plex to a different machine, but I may just wait until Nord offers split tunneling on Linux. They just recently added a GUI finally, so perhaps split tunneling is in the works.
